Located in the context of prompt payment operations: Factoring or Confirming, the DIAN understood the relevance of helping to create an adequate environment for these to be developed in the best way and, above all, under clear and transparent control schemes for everyone who interacts, benefits and actively participates in them.
The bet that the DIAN had in place, since it began its pilot at the end of 2020, was to launch the RADIAN system live by mid-2021 and fully functional by the beginning of 2022. However, and after making it available to the market resolution projects, has had to tighten the screws and improve and strengthen the final value proposition.
Why do RADIAN?
There are several reasons why the proposal to create the RADIAN system was born, here we reference some without defining the total motivations:
- Enable a space where there is traceability and control of discounted invoices.
- Make the “resume” of the invoice available to the market and thus, among other reasons, avoid generating a multiple transfer of rights with possible fraud of different payments on the same document.
- Take advantage of technological tools so that invoice discounting operations are more agile, leave a mark on the system and can provide continuity to the already advanced efforts associated with electronic invoicing.
- Lay the foundations to in the future open the doors to a market in which any supplier can find, in the same space, different alternatives or financing proposals for an invoice that needs to be anticipated.
With the most recent statement issued by the DIAN, at the end of April of this year, the issuance of Resolution 00085 of 2022 is required, which specifies (along with Decree 1154 of 2020) the technical and business guidelines that must be taken into account. those who are going to be participants in the system. Likewise, it is specified that as of July 13, 2022, “buyers who purchase goods and/or services with payment in installments must issue the acknowledgment of receipt of the sales invoice and the notice of receipt of the goods and/or or services electronically, transmit it for validation to the DIAN, using either the DIAN Free billing service, its own software, or that of a technology provider.”
Thus, it is finally expected that from July 2022 RADIAN will begin to march firmly towards massive stabilization , involving more and more providers, payers, funders and technological allies, and in this way the maxim of having a country with “social factoring” of impact becomes a reality.
