In the context of prompt payment operations: Factoring or Confirming, the DIAN understood the importance of helping to create a suitable environment for these operations to develop in the best way and, above all, under clear and transparent control schemes for all those who interact, benefit and actively participate in them.
The DIAN's plan, since it began its pilot at the end of 2020, was to launch live the RADIAN system by mid-2021 and fully functional by the beginning of 2022. However, after making resolution projects available to the market, it has had to tighten the screws and improve and strengthen the final value proposition.
Why RADIAN?
There are several reasons why the proposal to create the RADIAN system was born, here are some of them without defining all the motivations:
- Enable a space for traceability and control of discounted invoices.
- To make available to the market, the invoice's "life sheet" and thus, among other reasons, to avoid generating a multiple assignment of rights with possible frauds of different payments on the same document.
- Leverage technological tools to make invoice discounting operations more agile, leave a footprint in the system and provide continuity to the already advanced efforts associated with electronic invoicing.
- To lay the foundations for opening the doors in the future to a market in which any supplier can find, in the same space, different alternatives or financing proposals for an invoice that needs to be advanced.
With the most recent communication issued by the DIAN, at the end of April of this year, the issuance of Resolution 00085 of 2022 specifying (together with Decree 1154 of 2020) the technical and business guidelines to be taken into account by all those who are going to participate in the system.
Likewise, it is specified that as of July 13, 2022 "buyers who acquire goods and/or services with payment in installments, must issue the acknowledgement of receipt of the sales invoice and the notice of receipt of the goods and/or services electronically, transmit it for validation to the DIAN, using either the DIAN Free invoicing service, their own software, or that of a technology provider."
As a result, it is expected that from July 2022 RADIAN will start marching steadily towards massive stabilization.The company's goal of having a country with "social factoring" of impact becomes a reality by involving more and more suppliers, payers, funders and technological allies.
